Principals/Owners

Dave Smiley, president of TMEDave Smiley, CPESC, CPSWQ, QSP/QSD

Dave Smiley became a licensed general engineering contractor in 1974, and acquired additional licenses and technical certifications while RME for Phillips 66 Field Services during the 1980’s. He became well known in the US for his expertise in geosynthetics related to general engineering, environmental, and paving applications. He served on the board of Cal APA (California Asphalt Paving Association) for over a decade, and was president of the AIA (Asphalt Interlayer Association) for 5 years. In 1990, Dave was elected to serve on the board of ECTC (Erosion Control Technology Council), then in 1992 was certified as CPESC #808 (Certified Professional in Erosion & Sediment Control), and later earned the CPSWQ #497 (Certified Professional in Storm Water Quality), QSP/QSD #28140 (Qualified Storm Water Developer), and QISP #01493 (Qualified Industrial Storm Water Practitioner). Dave is also a Certified Arborist (WE-15223A).

In 1999, while Executive Vice President & General Manager of Reed & Graham, Inc. Dave, with his partner Aldo Branch launched Thunder Mountain with the vision of providing industry expertise and field technical services to support Reed & Graham’s line of environmental and engineered products.

In 1999, while Vice President General Manager of Reed & Graham, Inc. Dave, with his partner Aldo Branch launched Thunder Mountain. They had the vision of providing industry expertise and field technical services to support Reed & Graham’s line of environmental and engineered products. TME applications include Forestry, Slope & Slide Repair, Habitat & Stream Restoration, Grading & Drainage, Forestry/Ag Roads & Trails, Soil Stabilization, Ponds & more.

Storm Water Services, QSD, QSP, QISP

A team was assembled at Thunder Mountain in 2000 to grow the Storm Water business. The construction industry quickly came to know Thunder Mountain as a top-level consultant and teacher. Highly respected among regulatory communities, TME works with agencies including SWRCB, RWQCB, Department of Fish & Game, COE, and USACE. Thunder Mountain’s Storm Water Consulting and Design team are familiar faces on Northern California’s high profile projects such as Folsom Dam, Sacramento International Airport, Marysville Levee, & I-5 Interchange.
